Qualifications Assessment

The Qualifications Assessment is an alternative to document-based recognition for applicants who do not fulfil the requirements for the UVD procedure.

Who is this procedure for?

The Qualifications Assessment is for those who apply for general recognition, but who cannot be included in either the ordinary recognition procedure for foreign higher education or the alternative recognition procedure for applicants without verifiable documentation (the UVD procedure). The reason may be that they do not have sufficient language proficiency in English, Norwegian or another Scandinavian language, do not have residency in Norway or do not possess a completed higher education qualification.

What is the Qualifications Assessment?

The Qualifications Assessment contains information about the applicant’s highest completed qualification as well as relevant work experience and language proficiency. In addition, the applicant receives advice and guidance on the road ahead. The document contains information on the documentation that formed the basis for the individual assessment. The Qualifications Assessment is valid for a limited time and has a validity of three years from the date of issue. It is not a legally binding document, but a standardised statement from the Directorate for Higher Education and Skills, and it can be used when applying for jobs or further studies.

How to apply

It is not possible to apply directly for this procedure. You must first apply to the ordinary recognition of foreign higher education, and possible candidates will be referred to an interview-based procedure.

How does the procedure work?

  • You will be invited to an interview with two employees from the Directorate. The interview covers your whole educational background and working experience but focuses on your higher education. You will receive advice on the road ahead according to what plans you have, as well as more in-depth information about the procedure.
  • After the interview you may be asked to send us additional documents, such as a filled-in questionnaire, CV, or other related documents (if applicable).
  • You will receive the Qualifications Assessment document after the interview, and after you have uploaded any additional documentation we have agreed on.

There are no formal language requirements to participate in this procedure.
