On this page, you will find information about what is stated in the decision letter, what we assess, and what the employer should assess, as well as what you can do to qualify as a teacher if your application has been rejected.

With recognition, you can get a permanent job as a teacher and first language teacher (“morsmålslærer”) in Norwegian primary and secondary schools. The employer assesses which subjects you are qualified to teach and at which levels, whether your Norwegian language skills are sufficient, and whether you are qualified for a relevant position. The employer also determines your salary and job title.
If you receive a response to your application stating that you are qualified to work only as a first language teacher, it means that you do not meet all the requirements for recognition as a teacher. This is because the requirements for recognition as a first teacher are not as extensive as those for approval as a teacher. It is up to the employer to assess which languages you can teach, whether your Norwegian language skills are sufficient, and whether you are qualified for a relevant position.
The decision you received includes information on what you can do to achieve full approval as a teacher. If you meet the approval requirements later, you are welcome to apply again.
If you have received a response to your application offering compensation measures, it means that you do not meet all the requirements for recognition as a teacher. You have the right to practice the profession in Norway under the EU’s Professional Qualifications Directive and can achieve recognition as a teacher by passing an aptitude test or an adaptation period.

If your application is rejected, we have assessed that you have not documented a completed teacher education from abroad or that the profession does not correspond to a Norwegian teaching qualification.
If your application is declined, it means that we cannot or will not process your application. The reason is explained in more detail in the decision.
This could be, for example, because:
- You have not uploaded all the documents we need.
- You have applied before and have not included new documents or new information in the application.
- You have already received approval.
What can you do to obtain recognition as a teacher?
If you have been approved as a language teacher or been offered compensation measures, we have assessed that you have teacher education but do not meet all the requirements for approval as a teacher. You can appeal
You can appeal the decision within three weeks after you have received the response. If you have any questions about the decision or the appeal rules, you can write a message to your case officer in the application portal until the appeal deadline expires.
